Pursuant to Workers' Compensation Law Section 13-d(4), the Chair of the New York State Workers' Compensation Board (“Chair”) exercised his authority to temporarily suspend Dr. Albert Chang’s authorizations to treat injured workers and to perform independent medical examinations in the New York State workers’ compensation system effective May 5, 2014.

The temporary suspension was based on the Chair’s designee’s investigation, which revealed that the Department of Health, Bureau of Professional Medical Conduct (BPMC) had issued BPMC Order # 13-345, effective October 30, 2013, wherein, Dr. Chang did not contest the charge of having been convicted in the Superior Court, County of Napa, California of alcohol related reckless driving. Dr. Chang was penalized with a censure and reprimand as well as a $2,000 fine.

Upon reconsideration of this matter, the Chair has rescinded the temporary suspension of Dr. Chang and has reinstated his authority to treat injured workers and to perform independent medical examinations effective August 7, 2015. The Medical Director’s Office will restore Dr. Chang to the list of providers authorized to treat injured workers and perform Independent Medical Examinations by August 7, 2015.
