Pursuant to Workers' Compensation Law Section 13-d(5) and 13-l(10)(a), the Chair of the New York State Workers' Compensation Board has exercised her authority to remove Dr. Maurice Daoud’s authorizations to treat injured workers and to perform independent medical examinations in the New York State workers’ compensation system effective July 16, 2018. Dr. Daoud's last known business address is:

The removal is based upon Consent Order 29678, issued by the New York State Department of Education, effective February 9, 2018, in which Dr. Daoud admitted guilt to one specification of misconduct. Specifically, he admitted that on or about January 9, 2007, in the United States District Court, Southern District of Florida, he pled guilty to the crime of Health Care Fraud, a felony, for fraudulently signing a Health Insurance Claim Form falsely stating that a patient received traction, a mechanical massage, and an ultrasound. The Board regards Dr. Daoud’s admission of guilt, and the resultant Consent Order as constituting professional misconduct under the law.

Therefore, the Chair believes that Dr. Daoud may be guilty of misconduct as described in Education Law §6509(5)(a)(ii), and that such misconduct would detrimentally affect the quality of care provided to injured workers.

Dr. Daoud is prohibited from rendering treatment and care to injured workers and from performing independent medical examinations. Reports submitted by Dr. Daoud for services rendered prior to July 16, 2018, are valid, but are invalid for any services rendered on or after that date. Requests to cross-examine Dr. Daoud for services rendered prior to July 16, 2018, should not be denied due to the removal of his authorizations.
