Authorization No. 202245-7W
January 19, 2017
Pursuant to Workers' Compensation Law Section 13-d(4), the Chair of the New York State Workers' Compensation Board has exercised his authority to temporarily suspend Dr. Thomas Vincent Savino’s authorization to treat injured workers within the New York State workers’ compensation system effective January 13, 2017. Dr. Savino's last known business addresses are 65 Buttonwood Road, Staten Island, New York 10304 and 1487 Richmond Road, Staten Island, New York 10304.
The Chair’s designee’s investigation has revealed that on December 20, 2016, Dr. Savino was indicted by a federal grand jury in Newark, New Jersey, on one count of conspiring to commit violations of the Anti-Kickback Statute, the Federal Travel Act, and wire fraud; three substantive violations of the Anti-Kickback Statute; three substantive violations of the Federal Travel Act; and three substantive violations of wire fraud, for allegedly receiving at least $25,000.00 in cash bribes from Biodiagnostic Laboratory Services LLC (BLS) in exchange for test referrals.
Therefore, the Chair believes that Dr. Savino may be guilty of misconduct, and that such misconduct would detrimentally affect the quality of care provided to injured workers.
Dr. Savino is prohibited from rendering treatment and care to injured workers while his authorization is temporarily suspended. Reports submitted by Dr. Savino for services rendered prior to January 13, 2017 are valid, but are invalid for any services rendered on or after that date. Requests to cross-examine Dr. Savino for services rendered prior to January 13, 2017, should not be denied due to the suspension of his authorization.
This suspension remains in effect until further notice. Any questions regarding the authorized lists should be referred to the Medical Director’s Office at 1 (800) 781-2362.
