Pursuant to Workers' Compensation Law Section 13-d(4), the Chair of the New York State Workers' Compensation Board has exercised his authority to temporarily suspend Dr. Ilora Imam Rafique’s authorization to treat injured workers within the New York State workers’ compensation system effective February 8, 2016. Dr. Rafique's last known business address is 1469 Astor Avenue, Bronx, New York 10469.
The Chair’s designee’s investigation has revealed that the New York State Department of Health, State Board for Professional Medical Conduct (BPMC) has issued Order # 16-005, wherein Dr. Rafique agreed not to contest the allegations, in full satisfaction of the charges against her, including that she failed to render appropriate care and treatment to patients, and failed to render or note appropriate evaluation of these patients, to whom she prescribed controlled substances, including opiates/opioids, resulting in the penalty of limitation of her license to preclude all ordering, prescribing, dispensing or administration of controlled substances, and a thirty-six (36) month probationary period, during which she may practice medicine only when monitored by a licensed physician, board certified in an appropriate specialty (“Practice Monitor”), and she shall complete continuing education programs in the areas of patient evaluation and medical record keeping.
Therefore, the Chair believes that Dr. Rafique may be guilty of misconduct, and that such misconduct would detrimentally affect the quality of care provided to injured workers.
Dr. Rafique is prohibited from rendering treatment and care to injured workers while her authorization is temporarily suspended. Reports submitted by Dr. Rafique for services rendered prior to February 8, 2016, are valid, but are invalid for any services rendered on or after that date. Requests to cross-examine Dr. Rafique for services rendered prior to February 8, 2016, should not be denied due to the suspension of her authorization.
