Update to MTC Filing Instructions - Added an additional statement to the note to coincide with the new event for ID's #40 and #41 – "If a Claim was not in the Legacy File and there is continuing medical and/or indemnity aa FROI-00 may be filed in lieu of a FROI-UR." This is an R3.0 change for the reference document to match the Event Table change that was published on 1/6/2021, to become effective on 7/6/2021.

R3.0 eClaims tables have been updated. The updates are summarized on the R3.0 eClaims change log under Items #402-403 announcing the following changes:
- FROI Event Table for FROI-UR event criteria description has been modified effective 7/6/2021 to add a requirement that FROI is due on legacy cases with medical being paid.
- A clerical change to Population Restriction on DN0075 (Agreement to Compensate Code) Error 064 (Invalid Data Relationship) has been made to match the coding that was implemented on 1/1/2019. The wording has been modified to read: This applies to “dates of accident on or after 1/1/2019" instead of “all dates of accident effective 1/1/19”.

Additional time will be required to accurately implement Claims EDI R3.1. As a result, the Board has decided our March 15, 2021 implementation date will be postponed until later in 2021, but no earlier than July 2021. This extension will allow the Board to perform an accurate and successful implementation of Claims EDI R3.1, while providing additional time for all Trading Partners to complete preparations for the R3.1 transition.

Trading Partner onboarding for the eClaims EDI R3.1 upgrade will be held from November 16, 2020 through February 27, 2021. It is important to begin testing as early as possible in order to receive approval to begin production on March 15, 2021. - If we previously submitted a SROI-02 reporting an overpayment and are required to file Form RFA-2 if we want reimbursement, do we have to file another SROI-02 at the same time that Form RFA-2 is filed?
- Can we submit Form RFA-2 requesting that the overpayment be addressed without filing a SROI-02 reporting the overpayment?

- Per IAIABC notification of 3/20/2020, WCIO has added a new Cause Code of 83 for Pandemic and a new Nature Code of 83 for COVID-19. The new Injury Description Tables may be found on the WCIO website at www.wcio.org. New York has added these codes to their Claims EDI tables for FROI reporting effective 3/25/2020, for DN0035 (Nature of Injury) Code and DN0037 (Cause of Injury) Code. Note: It is expected that FROI-02s are filed if FROIs have already been filed with incorrect Cause or Nature codes since the NY Element Requirement Table lists both of the data elements severity ranking "Y".

- EDI Compliance Reminder: It has recently come to the Board's attention that compliance with EDI mandate may not be 100%, especially in instances where there are ongoing payments in closed cases. The Board has created and sent a reminder to Claim Administrators to ensure that the appropriate FROI/SROI transaction is filed in every case in which there is a current, ongoing payment. The updates are summarized on the eClaims change log under Items #394-396 announcing the following changes: - Added new DN0059 (Manual Classification Codes) New codes added in accordance to NYCIRB's addition of new Manual Classification Codes.
- DN0056 (Initial Date Disability Began) – Modified the Technical Condition to include DN0074 (Claim Type Code) of P (Indemnity with No Lost Time Beyond the Waiting Period). This would require Claim Administrators to send the Initial Date Disability Began anytime there is lost time, be it one day or more, on a SROI.
- DN0192 (Benefit Payment Issue Date) – Modified the Population Restriction 0192-044 to include the SROI-Sx. This would limit the Benefit Payment Issue Date from listing a future date of more than four days from the filing of the Suspension.
- Process for Section 21-a and Claims Paid Without Liability has been updated to add information regarding FROI can end §21a status and indicate an acceptance of a case.

- SROI-PY note added on Event Table, MTC Filing Instructions and eClaims Refresher Training for Claim Administrators Power Point to include an example in the description in regards to a more appropriate MTC should be filed instead of the SROI-PY. For example, an award made for an 8 week period of lost time, send SROI-IP followed by a SROI-Sx.
- All SROI-Sx NYS Business Scenarios updated to include a note to clarify that a SROI-SJ should be sent if paying pursuant to 21-a, regardless of reason for suspension. Note: If paying pursuant to 21-a, Claim Administrator should send SROI-SJ.

The updates are summarized on the eClaims change log under Items #379-385 announcing the following changes: - DN0029 (Policy Effective Date) – Relaxed existing condition effective 7/19/19 on FROI 00/AU/04/UR per request by a Claim Administrator. This data element will no longer be required unless Insured Type Code = I (Insured). All other conditions remain unchanged.
- DN0056 (Initial Date Disability Began) - Relaxed conditional requirement effective 8/2/19 to include BTC 090 (Permanent Partial Disfigurement). The business reason for this change is an issue that was raised by a Claim Administrator for reporting issues on a facial disfigurement case with no lost time. All other conditions remain unchanged.
- DN0126 (Benefit Credit Code) – Began accepting M = Credit for Employer Provided Benefits in Excess of Covered Weekly Benefit effective 7/19/19 based on a request from a Claim Administrator. A Notice of Decision was issued on a file for a credit to employer for holiday pay. It was agreed that this code would be the most appropriate method of reporting this type of credit.
- DN0192 (Benefit Payment Issue Date) – New edit will be applied effective 2/14/2020 to the SROI-Sx and RB when BTC = 0xx in the same manner that this edit is applied today for MTC’s AP, IP, and PY.

- Training The eClaims Refresher Training for Claim Administrators PowerPoint has been updated to reflect the changes made to Claim Type Code and Agreement to Compensate Code effective 1/1/19. The revised slide deck includes updated screen shots for slides 20, 54 and 83; a new slide (slide 89) for the Web Data Entry application login and username/password reset; and an update to slide 10 to reflect changes to the severity rankings made in 2016.
